Two bills (HB 325, SB 2166) would establish statewide guidelines for the use of red-light cameras, providing statutory cover for dozens of municipalities that already have installed them and, under questionable legal authority, are collecting fines from violators.
(Lakeland is the only city in Polk County that has allowed the cameras, although Haines City has discussed the possibility.
Lakeland has nine cameras at five intersections that went on line June 1, 2009.
So far, the cameras have generated more than $2 million in fines.
Both bills are named for Mark Wandall, instantly killed near Bradenton by a red-light runner in October 2003. He was 30. His wife, Melissa, was eight months pregnant with their first child.
When the light turns green, prudent drivers in Florida already hesitate and look both ways before proceeding. But Melissa Wandall thinks all motorists need an additional margin of safety, so she began lobbying for the bills.
“There’s no more common sense on our highways,” she said. “We no longer have the right to expect to be safe at our intersections because so many people are violating the law.”
How many? A lot.
According to state legislative analysts, a two-month study at a single intersection in Palm Beach County found that 50 cars ran through red lights during an average day - and it often wasn’t a close call. Though many violations were matters of split seconds, 20 percent of those cars entered the intersection at least two seconds after the light changed.
The Florida Department of Highway Safety and Motor Vehicles reported that 76 people were killed and 5,607 people were injured in accidents caused in 2008 by drivers who disregarded traffic signals.
Nationally, red-light running kills about 750 people each year and injures 260,000, according to the National Conference of State Legislatures.
“I needed to do something with what I had left,” Wandall said. “These cameras are so important. They really save lives.”
More than 400 communities around the country are using red-light traffic cameras, according to the National Conference of Legislatures. More than 50 municipalities in Florida have installed the devices, but state law does not appear to authorize citations and fines based on what experts call “automated enforcement” of such devices.
The House bill is sponsored by Rep. Ron Reagan, R-Sarasota, who lives about a mile from the site of the collision that killed Mark Wandall. Under the bill and a similar Senate measure, citations could be sent by mail and fines of about $155 could be assessed against the owners of vehicles that run red lights.
“There’s no question whatsoever that these cameras cut fatalities by 60 (percent) to 70 percent,” Reagan said. “But, more importantly, they make people more conscious, more aware, that they simply must stop on the red light.”
Opponents say the research is not as definitive as Reagan and others assert.
Legislative analysts found that cameras reduce red-light violations by at least 40 percent and crashes that result in injuries by at least 25 percent, but rear-end crashes tend to increase.
“Everyone just slams on their brakes when they get to a yellow light, so you get more rear-end crashes,” said Bret Lusskin, a Hallandale Beach lawyer who specializes in defending people accused of driving under the influence and other traffic offenses.
Moreover, said Lusskin and some civil liberties advocates, the cameras pose threats to privacy and freedom.
“They are horribly un-American,” Lusskin said. “The idea of having a government surveillance camera on every street corner is as Orwellian as you get. If we don’t stop them, they will be everywhere.”
Based on that view, a bill has been filed in the House to outlaw red-light cameras. The constitutionality of the cameras has never been successfully challenged, according to the National Conference of State Legislatures, but at least eight states have banned them.
Reagan is a conservative Republican with a strong admiration for personal freedom and limited government, but he doesn’t buy the constitutional argument.
Enforcement cameras already are in use at tollbooths on Florida’s Turnpike and elsewhere, he said, and other suggested remedies - such as lengthening the duration of yellow caution lights - have demonstrated no lasting effect.

Detector Technologies
There are two distinctive detector technologies:
- Direct detection (photon counting)
- Thermal detection
DD produces electrons from the collection of photons  The charge accumulated, the current flow, or the change in conductivity are proportional to the radiancy of the items being viewed  .   : bolometers, thermocouples, thermopiles, pyroelectric detectors etc. They do not require cryogenic temperatures.
Detector size
Four distinct generations of thermal imagers have been configured, based on IR detector technologies developed during the last 30 years, and classified according to the number of elements contained in each group.
- 1st generation thermal imagers contain single element detectors, or detectors with only a few elements. A two-dimensional mechanical scanner was usually used in order to generate a two-dimensional image.
- 2nd generation thermal imagers are vector detectors, usually containing 64 or more elements. The two-dimensional scanner was someway simplified in the perpendicular direction, to include only the interlace motion.
- 3rd generation thermal imagers contain two-dimensional arrays with several columns of elements. These thermal imagers still scan in one direction and perform a Time Delay Integration (TDI) of the signal in the scanning direction in order to improve the signal-to-noise ratio.
- 4th generation thermal imagers contain two-dimensional array detectors that do not require any scanning mechanism for acquiring the two-dimensional picture.
Cooling technology
 Two types of cooling are used in these devices  :
- Cooled thermal imagers technology implemented in cameras based on a detector cooled to a temperature close to 77 degrees Kelvin (about -200°C) or lower.
- Uncooled thermal imagers technology implemented in detectors usually stabilized to temperatures between -30°C to +30°C or not stabilized at all. 
Infrared Cameras’ Performance
 
 The performance of thermal cameras can be described by their functions  
- The Modulation Transfer Function that assumes thermal imagers can be represented as two-dimensional linear systems.
- The Noise Equivalent Temperature Difference (NETD ) value that describes the infrared camera’s sensitivity (the capability to distinguish between temperature differentials).
Combining these two functions, the Minimum Resolvable Temperature Difference (MRTD) function was developed. The main advantages of the combined MRTD measurement are: it is relatively simple and it can be used to predict infrared cameras capabilities to detect and recognize distant targets.

Cooled and Uncooled thermal imagers
OPGAL manufactures fourth-generation infrared cameras, based on the following detectors:
- InSb, 320 x 240 or 640 x 480 cryogenically cooled matrices, functioning in the 3 μm to 5 μm spectral band.
- Microbolometer, 320 x 240 or 160 x 120 uncooled matrices, functioning in the 8 μm to 12 μm spectral band. 
Cooled Thermal Imagers Advantages
Systems based on the InSb cryogenically-cooled detectors have the following advantages:
- The InSb detector collects the light in the3 μm to 5 μm spectral band providing a better spatial resolution because the wavelength is much shorter than the 8 μm to 12 μm spectral band.
- InSb detector elements are usually smaller in size compared to the microbolometer detector elements . For the same required spatial resolution, InSb detectors require lenses with shorter focal lengths.
- Thermal imagers based on InSb detectors have very good sensitivity (low NEDT values) even for a relatively high f number. Thermal imaging cameras with long focal lengths have relatively acceptable physical dimensions.
Cooled Thermal Imagers Disadvantages 
System based on the InSb, cryogenically-cooled detectors have the following drawbacks:
- Higher electrical power consumption compared to uncooled thermal imagers
- A relatively long cooling down time, usually more than a few minutes
- Limited MTBF time resulting from the cooler lifetime - usually a few thousand hours
- More expensive
Uncooled Thermal Imagers Advantages
Uncooled microbolometer detectors have the following advantages:
- Collect the light in the 8 μm to 12 μm spectral band. This spectral band provides a better penetration through smoke, smog, dust, water vapor etc. because the wavelength is much longer than the 3 μm to 5 μm spectral band.
- They are small and lightweight. For applications requiring relatively short ranges, the physical dimensions of the camera are even smaller. This property enables, for example, the mounting of uncooled microbolometer thermal imagers on helmets.
- Provide real video output immediately after power on.
- Low power consumption relative to cooled detector thermal imagers.
- Very long MTBF.
- Less expensive compared to cameras based on cooled detectors.
Uncooled Thermal Imagers Disadvantages 
The main drawback of thermal imaging cameras based on uncooled microbolometer detectors is that they require low f#  optics.
